Hey! I had the same issue until I attempted one of the smaller walls with no gear so that it enables the rock climbing skill. (When it says in the pop up menu 'Rock Climbing Skill' Then I found I could order it after I put a computer on the empty desk at the bathhouse. Hope this helps 🙂
