@InfiniteFacets the "actions" option has been completely removed because of a bug, something to do with the Monarch spouse title. The Book of Bestowing Titles is the only way to get titles now, and you have to be playing the character whose title you want to change. So, say your Monarch has a child and you want to change their title of "Prince" to "Tsarevitch", then the child would have to go to the book and click on it and change their title.
