Selling/Adopting out a pet Not working

Just kinda wondering if anyone else has had this problem but I have been selling my baby pets and adopting out my adult pets but everyone once in a while the adopting agency person can't bring out a pet carrier to take the pet away, they keep trying but to no avail. It doesnt happen every time but when it does its annoying cause you have to exit the game, no saving or anything.
