Sim bound to voodoo doll becomes unbound when I leave the lot in my Sims 4. Why?

I know in Sims 3, the sim bound to a voodoo doll becomes unbound when they leave the lot but in Sims 4, the sim is supposed to stay bound so the sim with the voodoo doll can summon them to their current lot. However, I'm having trouble getting the sim I'm currently trying to stay bound to the voodoo doll to stay bound even when we're on different lots. I don't have this problem with the other voodoo bound sims. The sim doing the voodoo is on level 10 mischief so I don't understand why it's not working. Am I forgetting something or is this a glitch?
