I had this issue before. I just installed Sims 4 and started a new game. My Sim can't cook anything but Halo-Halo. I have pretty much every expansion pack and Simple Living lot trait is not active. Selling and buying the stove and fridge did nothing. Moving my Sim to another lot did nothing. I even tried making a new sim and I get the exact same thing. I don't know what to do! My game is modded.

Haven't played the sims for many months, just recently came back to it (with all the post-patch updates, crisis etc.) and got that issue right away.... -_- so thank you again for this answer!🫂
I had the same problem and this is what I found out:
If you have the more servings mod by LittleMsSam the you might want to check that one out. if you have the ingredients needed part of the mod, take it out becasue it makes you need the ingredients for the food in order to make it.
