Sims 4 - my teen cannot flirt with other teen

So basically my sim just aged up to a teen and she has a group of friends and I just aged all of them up to teens as well. I went to be romantic with one of the other teens, who she has a high friendship level with, and all of the options that should be there were, except for 'flirt'. I can't increase my romance with someone by telling them I find them attractive over and over again or asking them if they're single, only by flirting first. I'm losing my mind. I just want to be happy and have my sims in relationships god if you're out there I need you
