Sims 4 can I make one sim in played household an NPC

Just out of curiosity if there’s a cheat or a way that I can make a Sim in my household that I play an NPC

I just don’t want to control a sim but I still play the household and I still want them living there. 

is there a way? 

I know there’s a decay needs cheat too
