i had the exact same problem, and the ONLY way i was able to fix it is by downloading a mod to extend the hours of prom, making it start earlier at 5 pm. however, when i played my game with the mod, prom didn't actually start early. it just started at 7 as it usually does, but at least i was finally able to get the notification to go to prom. weird workaround but maybe it could work for you too?
