Well, if you are gonna buy a laptop, I would recommend 17, if it's not a home-laptop (you aren't gonna bring it outside the house that much), then I might go for a 19-inch.
If you have a stationary computer, I think 19 is enough to make sure the icons doesn't shrink (17 might be but not as sure, but a lot of people play on laptop so it might be fine).
For your own gaming-experience though I would recommend 21 or 24 for a stationary computer.
But then also make sure that the screen allows the game to run in even higher resolution, something like 1920x1080. 🙂

If you click specs you can see the highest resolution available for the different displays you can use.
But like @jpkarlsen said, if you buy a new computer, and then I mean new like newly released, not just an unused one, they're usually have that resolution or better.
