The laptop has nothing to do with how the game works. It is still better to have a stationary PC. 🙂 This is how the game works depends on the quality of the computer.
We all have the same size of the map and the number of inhabitants. This is much less than it was in TS3 unfortunately,
As for the second question, probably Grandpa had a different command from the game at this point and therefore the command expires.
