If they are there as NPCs, they're in your game, and all you have to do to make them playable is move them into a lot.
What happens if you try these steps
1. Go to Manage Worlds
2. Go to Manage Households
3. Click on Other Households
4. Scroll down to find the household you want. You can sort the list by alphabet, by last edited, or by world to make this easier.
5. Click on the household. You should see a screen with their name, picture, and several icons on the bottom right
6. Click the truck icon to move them into a lot.
7. Choose a lot for them from the dialog that follows.
8. Then, from Manage Worlds, open up that world, click on that lot and then "Play"
Does it work for you?
If you don't see them in Manage Households > Other Households, it's possible you added them to your Library or to your Favorites list, but didn't actually put them into your game yet. Do they appear in your Library?
i tried your way but sims 'namjoon kim' is still not playable. and the only one playable is the girl which i made it myself and not from my gallery. do you know what i should do? please take a look on pictures i submitted
- @nonimonie Does this happen with every single Sim you download ? What's the name of this specific one creator/name of the Sim.

It looks like they belong to two separate households.
Since you created the girl and downloaded Namjoon, that would make sense.
If you click on "Manage Households", circled in purple here, do you see both households?
You might see a view that has only the girl in it and says "My Households," if that happens, try going to the "Other Households" tab and scroll until you find Namjoon. (you can use the sorting options to make the scroll easier)
Also, were you able to move him into a lot?
