@jraub This is due to the "Sharing is Caring" NAP (EL) that is enacted in these neighborhoods. You will need to load a household in each neighborhood and either cheat off the "Sharing is Caring" NAP, or use influence points to repeal the NAP in each and every Neighborhood it is enacted in.

If you do not want NAPs auto enacted, you can turn them off in the game settings.
