Sims can’t plant seeds and seeds can’t be placed in garden plots

My sims can do everything but garden, if I try to get them to garden it just immediately cancels the action. I made sure they had a path to the plots, repaired the game, fixed up my mods folder it’s just not working. I cant even drag seeds into my garden plots for them to plant it just immediately goes back into my inventory. Then every time I save and exit the game all the seeds are deleted from their inventory. Gardening is like my favourite thing to do in the sims so this is really annoying.
