all sims in romantic relationships keep rejecting romantic actions

both autonomous and commanded romantic interactions get rejected by either sim in multiple relationships, flirty or not. they then get embarrassed.  engaged, dating, or married.

i turned off mods and apparently that is the issue. but i don't want to do the torturous 50/50 right now, has anyone resolved this issue yet?
