My sims can only ask to be woohoo partners and nothing more. 2 sims in my households have soulmate status with townies and have no options to start a romantic relationship or have any option to join the household.
Why does every update just make the game worse? It’s so frustrating.
I use no mods/cc and I play PC.

Do you have this issue with all your Sims or just that particular couple ? Which menu did you check ?

Yes, it’s still an issue, but I’ve only noticed it happening consistently across my newer saves with Panya Li now. He doesn’t show up in my sims family tree either.
Do you have the issue just with Panya Li ? He is known to have this issue as he is a special NPC (default property owner).
It's possible that it's by design because of this but I don't know.
It’s continuously happened with Panya Li, but it happened with Kyoshi Ito in two saves with teen sims, once with Knox Greenburg, and once with a randomly generated sim.

There can be different causes why thy don't work, especially with NPCs that have a specific role. For Panya Li there was a report at AHQ but I don't think anyone ever made a new one. Do you have the same issue with Kyoshi or Knox still in this game or was that a one time thing ?
It would probably work removing is special trait but I would need to look up the trait name he has which I won't have the time to do before XMas.
I tried having a sim date Kyoshi in a save after and it worked, but I didn’t try with Knox again yet. it only seems to be a consistent issue for Panya and my sims had been able to have relationships with him before. It was just extra surprising that he also wouldn’t show up in the family tree as well.
Yeah, Panya does seem to have an issue.
