Sims cannot submit photo for a Magazine cover

Steps: How can we find the bug ourselves? Attempt submitting a photo for Magazine cover (Moschino)
What happens when the bug occurs? The option does not appear
What do you expect to see? I take a picture of a sim to submit and the only option that appears is Submit photo for client's approval. No option to submit for a magazine cover.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I've spoken with EA Help about the issue on twitter. She informed me that you have to make sure the photo is not inside the inventory, that your photographer has to be level 5 and that the photographer himself must submit the photo. The option to submit for a magazine cover does not appear. I have tried it with a vanilla game in a brand new save. I have also cleared my origin cache and the other safe files that can be removed (localthumbcache, etc.)  My sim takes on a gig, takes the desires pictures in landscape and portrait. I have moved them to the wall and a table and the option still does not appear for me.
