This sounds like the School Daily Tasks Not Appearing For All Teens bug. I would recommend that you avoid having more than one Teen in your active household until the bug gets fixed. However, since that isn't always practical, I would suggest that you only follow one Teen to school (at most) and let the other teen(s) attend the rabbit-hole school. I've run into this problem with several households so I've mostly just stopped playing those particular saves.
I don’t get the prompt to follow my other teen, though. Both of them rabbit hole. His progress increases (he’s now graduated early) but the younger teen’s doesn’t.
