Sims Can't Pay Bills

As the title says my sims cannot pay their bills no matter what I do. I've tried cheating it, using mailboxes, adding new sims to my house, using the phone, computer at the library, and moving the house then moving back. I'm currently just at a loss of what to do because it's making it unplayable for me. The most frustrating part is they only owe 55 simoleons. Any help would be appreciated
