I am currently having this same problem and this original question was two years ago. What was the fix?
For me the fix was removing a debug item. I used to put a Zoomers Delivery Bag (base game) on the porch. I removed the Zoomers bag and voila. I can't deny the possibility that other debug items may cause this issue. but removing this one item fixed it for me. hope this helps.
