Sims freezing to death

My issue isn't exactly the same, however it does pertain to Seasons.

My characters, unless I'm right there next to them, are gonna freeze to death. Two of my sims children have already come close! It's dressing them in Everyday clothes instead of Winter clothes, even though it's freezing outside.

Also all characters each have 5 outfits but it rarely dresses them in more then one. Is this a known glitch too?
