sims not in household appearing as in 'secret' lot and not being visible

How often does the bug occur? Every time (100%)
What is your current game version number? the latest one
What expansions, game packs, and stuff packs do you have installed? Nearly all of them bar a few newer ones
Steps: How can we find the bug ourselves? create sims in one household and then add sims to a seperate household. travel to lot where the other household should be living
What happens when the bug occurs? I travel to the lot with a different household, it says they are on the lot but when i arrive there is nobody on lot, its completely empty. Sims are shown to be on a different lot titled 'secret'
What do you expect to see? I go to the lot and the sims are there
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

game says sims are at home
i travel to lot and it is empty
i go to 'manage worlds' to play as said household, they are in lot 'secret'
i select character to play as and they are all there, but now other household has dissapeared
I have MC command centre installed and have added many sims to one household which may be causing the issue? However it is still occuring even after ive removed all mods AND ive tried deleted the localthumbcache.package file. issue still occurs
- @GraphicPancake OK. that's probably the issue then. There's a lot limit of 20 Sims and for some odd reason, the whole household counts towards that limit even if you just travel with one
MCCC has an option to up the amount of Sims that can be on a lot. Set that to something bigger then 30 if you have that many Sims.
