Sims will not age up at all

Steps: How can we find the bug ourselves? #1 Bake cake, add candles, have sim either blow them out or have sim help toddler or younger blow them out and nothing happens. #2 (Using Mod) Bake cake, Add candles, Have adult sim click on cake and look for age up and it isn't there.
What happens when the bug occurs? They blow out the candles and celebrate but don't age up. And with the mod, the "age up" doesn't pop up at all.
What do you expect to see? When the sims blow out the candles I expect them to age up, or if I am using the mod I expect the clicking on the cake to show the age up option and let me age up anyone in the house.

Please describe the patch or change you made. There was the most recent update that was made for the Life and Death Pack
My Sims won't age up at all, with or without a mod. If I make a cake and put the candles on they will blow them out and nothing happens. They don't age up but everyone celebrates as if they did. They even got the moonlet for the birthday. With the mod I have there is supposed to be an option when clicking on the cake that say "Age Up" and it's supposed to let what ever sim that is doing it age up anyone in the house that is younger than they are. But when I click on the cake that action isn't there anymore. I have made multiple white cakes and the chocolate cakes to see if there was a difference because there was a while where I couldn't age them up unless I only used the white cake but that didn't work. I have removed all my mods, didn't work. I have repaired the game with the mods in and with the mods out, didn't work. I do have auto age off but I even turned it back on to see if that would work, it didn't work. I have made them blow out candles, taste the frosting, make a wish and none of that worked either. I am not sure what to do unless I use 'tesitngcheats on' with 'cas.fulleditnode' but last time I did that they lost all their specific traits and if I can avoid that I would like to.
