Sims won’t follow commands.

Sometimes if the sim(s) get too far 'in the red' on any of their needs they go a bit nuts and don't do what they need, and sometimes will also not listen to your directions for them to meet their needs also. Especially if more than one need gets super low. Since the daughter's responding to directions you could focus for now on getting her to do the needed tasks, make and serve dishes, and clean up while you're getting the parents' needs back in the green. Once their needs are in the green again hopefully they will function normally for you.
If they're very out of sorts you could try to cheat their needs full to catch up: https://sims-online.com/sims-4-game-info/sims-4-game-cheats-codes/#needs
Another possibility is to roll the game back to a previous save where they were doing better: https://sims4.crinrict.com/eng/2014/09/save-games/
Do you have Mods or CC? If you do, it's possible one or more may have become broken by a patch and is now interfering with the game. Please try the following without skipping any steps, even if you have done some of these steps already:
- Exit your game then exit Origin. Please drag the Mods folder from your 'The Sims 4' folder onto your desktop (for future reference) then delete the localthumbnailcache.package file in your 'The Sims 4' folder. Also delete any other folders in the 'Sims 4' folder with word cache in the name. (When you restart the game it will automatically create a new Mods folder.)
- Next please run a game repair [ Open Origin, click 'Game Library' then right-click Sims 4 > Repair Game ]. Make sure to let it run until it has completed all repairs (it will do the base-game first, then run through each of your expansions/packs).
Do not re-add any or your Mods or CC at this time. Please then restart your game and do not enter your previous game-save but begin a new game. See if the issue is present in this new game-save.
If this fixes the issue you can re-add your Mods/CC one at a time to see if one was conflicting with the function/causing the glitch - but do not re-add the old config file from the old mods folder, as it is possible for it to have become corrupted also.
