Sims won't tattoo on tattoo table
Whenever a customer requests or I offer a tattoo my sim acts like he can't get to the table when there is nothing obstructing.

I'm getting the same issue - I have a massive room to test it - the tattoo table is the only thing in the center of the room. Worked a couple times, then it starts giving the obstructed symbol. Nothing else in the room to obstruct apart from customers I guess? Re-starting the game fixes the issue, but its pretty frustrating.
