Sneaking Out pop up without the High School Years Pack

I just got this pop up in my game while running a restaurant.

I don't know what else to say other than "I DO NOT own High School Years" pack. Also, there are not and never where any mods on this computer.

If this is just the fear of "Crowded Places" then I claim its confusing using the same term.

I do own and have installed the packs:
