Soul's Journey Hover Panel Differs from Full Panel

The hover panel for my Sim's Soul's Journey is different from the expanded panel you see when you click on the Aspirations hexagon. I completed an item on the hover panel, it was considered a completed goal, and a new goal automatically appeared on the hover panel ("I should finally get married!"). When I first noticed the issue, I saw that there were 5 goals in the hover panel, but that reduced to 4 again after a bit, however, the one that dropped off was the one that was actually in line with his full panel; this exact thing happened again when I restarted the game in an effort to troubleshoot as I was writing this post. No CC or mods, "TIOATIBOA" method didn't work.
