Spellcaster Not Gaining Overmax Talent Points/Stuck at 17 Points

My sim has 17 talent points and I am trying to get all the perks. Now, every time I practice magic/experiment, the progress bar repeatedly becomes full then empty simultaneously, but I get no talent point.

I never use mod or even cheat.

I enabled debug once then this happened.

I don't have the ancient blood trait. 

Packs I have: get to work, get famous, seasons, university, spa day, realm of magic, dine out, backyard, patio, bowling.
