Ice texture appearing over garden plots.

Has anyone experienced this in game & knows possibly how to fix it? 
I've done the normal trouble shooting of removing all CC/MODS & slowly going through my mods folder to find the issue. 

Even with Mods/CC removed & a new save is started this bug happens. 
You cannot delete the ice texture and a weird floating happens. This is in moonwood mill happens over the public garden area of the map. As far as I know this only happens in moonwood mill

The current season is summer so I have no idea why this ice texture is appearing.
