Stuck In The Lot Because NPC Sim Is Dying

Every sim winter if I'm playing in a lot near a river or near the sea, a few NPC sims will decide to swim and will freeze to death in that body of water. There will appear a notice that a sim is freezing to death, the camera will move to the spot where the death event is happening, and we can see the dead sim underneath the water and the Grim Reaper at the body of water's edge. Since a death is happening we cannot save the game, we cannot enter the build mode, we cannot make any sim leave the lot, we have to wait until the death event is completed. The biggest problem is it will never be completed. The Grim Reaper never enters the body of water, to reap his/her soul, and he won't do it from the distance. The game is stuck there forever. The only way to deal with this situation is by closing the game process in the Task Manager, and restarting the game from the last saved point.

Suggestion: Give better brains to NPC sims, so they will avoid go swimming in the wintertime.
