summoning elementals not working since download

I recently got the Island Living expansion pack. I made sure that I has the Island child trait (along with the ocean child train). I have tried to summon the Elementals but it is grayed out and says "action not available curing active event) despite not being in an event or doing any action. I also have not been able to find elementals on the island despite going to lots that are supposed to have elemental activity. 

Anyone know what I can do to fix this? I don't use mods/cc and have tried resetting my sims by debugging them ect. I am completely lost on how to fix this.

    It might be the island events. Ohan'ali Town has events almost every day, usually at the pavilion or the fishing lagoon. Look for banners and balloons to tell if there's an event going on. Going to another neighborhood in Sulani is the simplest solution if this is the problem.

    I know this is kinda old but I had a similar problem once. I think it had to do with me not completing the starter quests. The ones shaped like gift boxes with tasks like “Order a pizza”. I completed them and I could summon elementals.
