Targets of Levitate levitating me back

So, was running my business today and levitated a couple disruptive customers, and they turned around and levitated me back, i tried it on 2, and it happened with both. I thought for a second it had to be a bug, even though I had done this successfully before. I searched, and the Google AI summary (so grain of salt, it does sometimes spit nonsense) said that the higher rank you are, the more likely this is to happen... Is this really how it is? If so, shouldn't this be the OTHER WAY AROUND? I now have an ability i no longer want to use, because it is almost guaranteed now to be turned back against be because I levelled up TOO MUCH?
