Tattooist from library doesn't have tattoos unlocked

I saved my sim to my library to move her to a new save. She had previously unlocked tattoos level 1-7 and a few poor ones, and had used them while giving tattoos from the quick select option. But now putting her into my new save all the tattoos are locked again and I can only apply them through custom tattoos and using cheats to unlock them every time. I have no custom content or mods or anything.
