Tattooist from library doesn't have tattoos unlocked

Sims with the tattoo skill who have unlocked tattoos don't have them unlocked when downloaded from gallery/library. This includes poor tattoos, designed tattoos, and level up tattoos. The latter is the most concerning as there's no possible way to get them back ever. 

I have the latest update and no mods or CC. 

My original post was locked and referred to another slightly different post that needs info but comments don't work. This issue is ongoing.
