Teen relationships

i have been experiencing issues with interactions between teens on the sims 4. for all options, the only thing i can do is give a gift and nothing else. they cant even have conversations or anything of the sort. i have removed  mods that i thought might have been the cause of this issue, but it is still ongoing.
