If they are new to the Sims they wont be surprised that there are no CC in the CAS DEMO.
But If they are new they wanna at least see how it works

@MaddKitty14 I think this one would be really tricky to do because EA doesn't officially support Mods and CC. If someone tried to use outdated mods or CC as part of the tutorial and it blows up their game they'd never even make it through the tutorial. It would be very easy for an outdated mod to interrupt the tutorial process, or an outdated CC item making a Sim look like this:
People new to playing Sims 4 might have a difficult time determining if it's their game messing up or bad mods or CC. Plus mods and CC are not available for console players so there would have to be two different versions of the tutorial.
I'm just guessing on all of this, I don't work for EA.
EDIT: Oops sorry, you are talking about the CAS Demo Video and I was thinking the Tutorial for new players.

Both @jpkarlsen and @RandomBuzziness have offered valuable information.The Sims 4 Create A Sim Demo was created as an introduction to The Sims 4 and would not have allowed the use of CC/Mods on purpose.
You may also want to know about a recent update.
