The Sims4 Apartments

As @GiardiniDiMarzo said, Apartments are in City Living and Eco Lifestyle.

If you don't have those and DO have Discover University, you can make a little Duplex or whatever and use the Roommate system and door locks to simulate an apartment, but trust me, you WANT to use door locks because otherwise your Sim will go cook and shower in the apartment next door CONSTANTLY. Also there's a shared inventory with the fridge and bookcases so even with door locks your "neighbors" (roommates) might eat all your food, etc. I suppose that you could try this without Discover University, with a "household" that's all the neighbors, but again with the door locks, trust me, otherwise they'll be doing the peepee walk up three flights of stairs constantly to use the neighbor's bathroom when they have a perfectly good bathroom in THEIR "apartment"! Also the bills will be high.

The apartments that come with City Living and Eco Lifestyle are a much smoother experience. I would recommend them over what I wrote above if you have the cash.

@Mem0riam Hello!  I wanted to add that you can still have cars on your lot in Sims 4.  First, find a toy / model car in build buy mode under Objects by Function -> Decorations -> Sculptures.  Then, when you are holding the car you want, use the ] bracket on the keyboard to make it bigger (the [ bracket will make items smaller, so you can play around with the size) and place it where you want.  These are base game items and there is a pickup truck, two cars, and a van.

Edit: Also, if you don't mind using cheats, you can get in-game full size cars from the debug menu.  Type ctrl+shift+C to get the cheat console in the upper left corner.  Then type or copy/paste bb.showhiddenobjects and hit enter, then type or copy/paste bb.showliveeditobjects and hit enter.  You should see a LOT more items available.  In the build buy search bar type debug and click the magnifying glass.  Then you'll be able to scroll through all the items and find the full size vehicles you might see driving around on the roads or parked on specific lots.  Just be warned that there are many items available using these cheats so it may take a while to find the vehicles.
