Thrifttea no vendor

What happens when the bug occurs? No vendor for the thrift store counter appears, there is no option to buy clothing
What do you expect to see? Being able to purchase clothes at the thrifttea store
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

This was working after I got high school years, I haven't used the feature in a while so I can't say when it stopped working. I have removed all mods and custom content and tested in a new safe game but there was still no option to purchase clothes/ no vendor. The bubble tea vendor does show up.
