I tried everything I could find online thus far, clear cache, repair game, move mods folder, and delete localthumbcache.package, tried a new save, reinstalled game, started game as administrator. NOTHING WORKS

VampireCompany Please manually uninstall For Rent. You can probably do so through the EA App, under Sims 4 > Manage. Clear the EA App's cache before reinstalling the pack:

If that doesn't help, close the App and kill the EABackgroundService in the Task Manager's background processes list. Open [install location]\The Sims 4 and delete the EP15 folder inside. Then open Delta and delete the EP15 folder there. Clear the EA App's cache again and reinstall the pack, then test all the previously-broken content in a new save, still with no mods or custom content.
puzzlezaddict Nothing works. Tomarang is just gone, not grayed out or anything, just gone. Missing texture only happens with For Rent, and if I try going into a lot, the loading screen just loads indefinitely.
VampireCompany Is Tomarang gone from the list, or is it inaccessible in another way? Does this happen in a new save too? Please test if you haven't already, still with your Mods folder removed.
Please also let me know whether the missing textures are confined to the For Rent pack or affect other packs as well.
