Unable to buy Vet Clinic perks with points

I previously owned a vet clinic and moved households, not knowing the clinic is a part of that residential lot and not actually tied to the person who bought it. 

Well I ended up selling it from manage worlds and buying it again to start over, however I cant buy any perks. 

It registers as me "owning" them already, but doesn't let me use them. So I can't hire any additional vets because it still considers it locked. I don't know how that makes sense, but nothing I've tried has worked to fix the issue, and I don't want to use cheats.

Please help!!

    I do still have perk points, I'm able to use inspirational speech which I had previously in my other clinic. I just can't hire more than 1 vet and can't "purchase" any perks i had at my previous clinic.

    @DreadFireEternal I take it you can buy the ones you haven't already bought properly ?

    It looks like the game thinks you still have this perks but not fully. Do you have any other household members ?

    Have you tried selling the clinic again and rebuying ? What happens if you buy another clinic, does that work ? Maybe try selling it, then switch to the other family and make them rebuy it and sell again instead of going through manage world.

    Test on a backup of your save.
