I had no issues with this when I tried this on my own game.
At what point did you remove your mods ? Before or after you bought the perk ?
I removed the mods after - I actually didn't even realize that I had a mod, it was resource.cfg and I have no idea what it was for or when I downloaded it. I tried hiring the vet again after removing it and got the same result.
the resource.cfg isn't a mod. It's just a file you need for the mods to work.
Could you try selling your clinic (backup your save beforehand as this is for testing) and then rebuy. You will need to get the perks and hire them again but maybe it works the second time ?

I tried selling and re-buying the clinic as suggested - all of my vet perk points were still there, so I didn't get to try purchasing the perks again. I then tried selling the clinic and purchasing a completely different one, and the same thing happened. I'm going to try uninstalling and reinstalling and if that doesn't work my backup plan is to go to the love festival and find somebody who looks like they want to be a vet for free 😃 Thank you for your help!
