tested your save and can duplicate your issue. Couldn't find any solution though as I think removing the perk with cheats doesn't seem to work either and I think the main issue is, that you have the perk but it's not registering. Don't think it has anything to do with the clinic itself cause buying a different one has the same effect.
To get your cat back: Move the Sim out and back in. That worked for me.
