Unable to place toddlers and pets anywhere

I can queue the task (bath toddler/pet, feed in highchair) and it'll appear, but then disappear almost instantly after it gets to that task. I've made sure no cc items are used, have even completely removed my mods folder, made sure there's no items touching or around the bath or highchair... Nothing is working. I've repaired my game multiple times and nothing helps.
