Unable to play/load actual game, Error 321

Hello!
So, to preface, I do have quite a few mods and cc installed, but I went through them all and I'm pretty sure it shouldnt be this big of an issue. 
Version: 1.112.519.1020
I am able to launch the game and make MULTIPLE households in CAS and assign them to a lot, but once i try to click the actual Play button, it will load and then an error will appear that says:

"The game failed to load. Error Code: 132:2f1962c8:2b9ec30e. It is recommended that you relaunch the game."

I have obviously restarted my game multiple times, but to no avail. I've turned script mods off with no changes, and as Im publishing this post Im attempting to reset my game without mods to see if it allows me to play. Im very unsure what else to do or try,  and for other games I'd normally look at a console while testing the issues or search up the error code but i cant seem to be able to do either of those things. 
I hope to be able to find some kind of relief in anyway from this post.
