"Vegetables" for Tortilla Wrapped Veggie Dog

I've asked this question when High School Years was the last expansion, which seem to be the pack where this recipe was added. In order to use fresh ingredients, it requires "vegetables". I'm playing a household with off the grid sims who live off their lands, so they grow all kinds of vegetables plus harvested items from the garden patch (eggplants, pumpkins, lettuce). 

Although my sim has all kinds of vegetables in the inventory and refrigerator, "vegetables" is greyed out. I've tried it with Off The Grid and Simple Living challenge off, it is still the same.

What are vegetables and where can I get it? I went to the market stalls in The Gnomes Arms lot, but I am yet to find any item named "Vegetables". I thought it was a glitch with the last release version I played with but nothing has changed even after updating to the latest version.
