It's hard to say. The whole system is messed up.
Those numbers show the current usage at that exact moment. It's fairly deceiving. It "would" be -30 per day if you ran it all day. But that rarely happens.
Another example would be if you installed the power generation upgrade on the treadmill. If you look at it while your sim is running, it'll show like +100/day or more. But since your sim can't run all day... it'll never get that high. It does go up though.
If your water shows that -30 all the time, then I'd look for a broken sink, shower, or tub. Only something broken will generate water like that. I think the dew collector will do it also if it was broken.
That is... unless your game got glitched.

Thank you for your response! I agree, there is so much wonky stuff right now but just figured I'd update this and found your message.
I went to sleep and when I got back on this morning it fixed itself somehow. No idea what was causing it because I changed nothing since making this post yesterday.
It had been showing it at that usage no matter what I did, all the time yesterday. No broken stuff, hadn't been using alot of water, they only shower once in the morning and it wasn't morning when I took that picture.
Now if only they would fix the known tub glitch so I can upgrade it...🥴

That looks better. Looks like the usage just got stuck. You could try just leaving Live mode, go to the neighborhood screen and go back if it happens again.
As for the tub glitch... I heard using the level 10 handiness skill of fully upgrading works (haven't tried it myself), but that will mean installing ALL upgrades... and I don't like that power cell one.
