No matter if it is free or not. If the creator don't like you publishing it they can demand that you remove it.
As this is a user to user forum don't expect any official answers from EA here.

    Thank You Crinrict for responding,
    I hope I can get help with this, or some good advice that will help us to deal with the DMCA complaints and the take downs. We want to continue to doing what we are doing to help all the Simmers in the Simming Community.
