What protects sims and plants from the elements roof or ceiling plus thermostat

Both a ceiling or a roof keeps out the rain/sun.

If you use a Glass roof the ceiling disappear. 

The thermostat is used to lower or raise temperature in the house if it gets too cold or hot so your sims become uncomfortable.
