Where are rollerskating rinks?

I have not looked for or used any yet in my games, but I did see them in the Activities & Skills section in build mode - there are several ice rinks and several roller skating rinks (so as the grand architect can you just add one to your lot if it is large, or add one on a public/unused lot in build mode? I don't remember seeing them there before, so I wonder if they came with the Seasons Expansion. Do you have that expansion?
