Like a lot of plants in community areas they often just don't grow unless you are physically in the area.. You can find them as little dirt piles and they'll just never get any bigger. This bug has been around since Outdoor retreat and they've never really fixed it. If a plant has sprouted then you'll still need to go to that area and wait around until 6:00 am for it to sprout fruits. If it's just a pile of dirt it might grow if you wait there for like 3 days or it might just remain a pile of dirt.
You might be able to still complete the task though. If you shift click the plant (might need testing cheats enabled,) you can set it's growth state to whatever you want. Set it to blooming and then wait around until 6:00 am and it should sprout fruit. Usually works but not all the time, you might have to fiddle around with the debug options as they also allow you to put the plant in season, evolve it and other stuffs.. Wild plants don't show what seasons they grow but they probably follow the same season as the regular plant.
The plants that are in the downtown area of Finchwick don't seem to blossom no matter what I do to them. The wild plants out the Bramblewood have allowed me to get at least one harvest out of them doing it the cheaty way.

I lucked out early in my current household and found all 3 of them in the Garden shop and just planted them in my garden. Sometimes there's only one or two there.
Alternately, Chocoberries are always in season, and there should be a couple of wild ones in the Bramblewood. You'll have to be in a Bramblewood lot at 5am, but you can harvest them then. Once you have 2 or more of a certain kind, you can trade them with the Creature Keeper for the other types (2 of any of the 3 types can be traded for 1 of the others).
