Just go into Build Mode (the option is in the upper right corner of the screen), then select Objects By Function from the options on the lower left of the screen, then Electronics, and then Computers and you should see a few there. Then again if you don't want to buy one for your character, maybe you would rather save money, you can always take your character to the library and use the computers there to buy the upgrade parts. Hope that helps.
If you don’t want to buy a computer for whatever reason, you can also travel to the public library and use one there.
